what does it mean by " plus 10 year general relaxation in upper age limit"? if someone is 29 years old, can he/she apply?

In short, you may consider maximum age limit as 38 years, and for government servants who have 2 years experience it is 40 years.

The advertisement require all educational documents to be verified from respective board/university. Can anybody confirm if it is a must or an attestation by a gazetted officer will suffice?

I am asking this because there are students who have foreign degrees or their universities are located in other provinces. Earlier, attestation only was required for AC/SO posts.

Attestation from an officer is not acceptable .... degrees/locals/domiciles must be attested by concerned boards/unis and authorities. For foreign degree holders its a big problem but so far no other way left.
