Dear, chances in PCS are as under

3 chances for Executive Group (Section officer + Assistant commissioner)
3 chances for Judiciary Group (Civil Judge +Judicial Magistrate)
3 chances for Forest Group (Divisional Forest Officer )

If anyone apply for the Section Officer and dont attempt due to any reason, his 1 chance will be deducted or not ??

Perhaps not. The chance would be called as availed when he/she signs the attendance.
