for DM and AM it is mentioned that experienced would be preferred, like an additional advantage, so in case if someone does not have relevant experience still valid enough to apply?

yes experience would be advantage
I applied for both Deputy and Assistant Manager

If you have completed 4-years BBA then you are eligible otherwise not because 4 years graduation is equivelent to masters degree as mentioned HEC by notification check it out.

i have done bba (h) with four years but when they will shortlist for interview too many days been passed
