Candidates finally qualified means it includes both allocated and non-allocated
Allocated means they got into css
Non-allocated means they cleared written and interview but due to less seats / low merit they didn't get into css

The answer to your question is already in the thread. I will try to explain it a bit further to the best of my knowledge, so the first possibility is when you have more candidates qualifying the exam in one province while the available quota for that particular province is limited, then those remaining candidates do not get their allocation in the quota system. The second possibility is when you have fewer candidates qualifying the exam than the available quota for that province and so, the renaming seats remain unfilled until it piles up for the next year.
