i am suppose to graduate in august 2020 but i will get my degree in 2021, can i appear in 2021 css exam with transcript only

Yes you are eligible to apply. I think as per I know ,if you graduate before the cut off date. i.e 1st of January, then you are eligible. Just apply with transcript. And with it , give an application or a letter describing your situation. Even ,if you don't write a letter type thing,still it's fine.
Fpsc will ask for degree afterwards i.e after clearance of written exams. You can read about this thing in a post given below ;
