Aoa,
My BS(CS) is completed and graduation is in November 2016, can I apply for css 2017? Apply date is in Oct and I dont have any document or degree yet- I can get incomplete transcript but that'll take time too, I'd appreciate if you guy can clear me on this

I think you can apply if you're able to get your transcripts or a letter confirming completion of your degree. That should do.
