By rules, NO! and that No is a big one.
Reason: While joining a(ny) Government Servicene one has to submit an affidavit to the effect that s/he has never been dismissed from any Government Service.

are dismissed ,terminated,deseated,fired are same

secondly by FEDERAL PUBLIC SERVICE COMMISSION
GENERAL INSTRUCTIONS Candidate(s) who may have/had left Government service
must submit certificates/evidence from their previous
employers for acceptance of their resignation or termination of their appointments, as the case may be
alongwith requisite docments

it is not written that terminated are not eligible

it is not written that terminated are not eligible
The references you've just put in pertains to 'Resignation through Proper Channel' and doesn't apply to cases of termination and dismissals. Once you're fired from a Government Service, you shall not be assigned any other assigment by the Provincial or Federal or District Government OR controlled et al., by those very governments. I can't bring up the relevant rules and regulations for ready reference right now but you'd better do if you consult the 'Esta Code'. Regards

Termination = you are fired from that specific Govt. Department and you are free to go wherever you want

Dismissal = you are fired from all Govt. Departments and now you cannot join any Govt. department

If someone's terminated from a contract job after getting a permanent higher scale job.. .then also this termination rule would apply if he/she wants to appear in car through proper channel

Termination under Efficiency and Discipline rules is of two types 1) Dismissal from Service 2) Removal from service both of these fall under major penalties.

an officer who has been dismissed from service can not qualify for any public office in future and in case of removal from service he can. Dismissal from service is more dangerous. There is also "discharge from service" which does not fall under any penalty, a person who is discharged from service is consider not eligible for service for that particular period of agreement. For details see Government Servants (Efficiency and Discipline) Rules, 1973
