I don't think that he is totally in the wrong, he is right to the extent that Man is selfish by nature, everybody has got his/her needs and compulsions, no matter how much one deny this but this is true. It's just one should not play holy while gambling at a casino. Nobody is there to serve the poor, less-privileged and the marginalized amongst us, if they say so, they're lying. There may be some out there with these sorts of dangerous thoughts, but not more than 0.01% or may be less than that. Regards

I don't think so. At the end of the day, we all be saying "nafsi, nafsi" during judgement day. My point is that when you put such high bars, you only get disappointed. Even in one of our supplications, we ask for blessings, both in this world and the after world. So I don't mind being WELL paid as long as I earn it.
Also, I consider your mentality to be flawed, as well as unrealistic. Compensation does not mean corruption. Compensation is when your get the things you "earn", corruption is when you take the things you did not earn. Thank you

I don't understand why people keep this criteria that ONLY the person who does not want anything in return can serve the poor. I find this to be a very immature, unrealistic, and judgmental thinking. If being selfless was integral to a civil servant then it would have been written in the eligibility criteria.

For me, what is important is how the civil servants provide their service. I expect them to be very professional which is far more realistic than expecting them to be selfless messiahs. If they make Halal every penny they get, I don't mind even if that person earns in millions- they have "earned" it. When Raheel Sharif was given acres and acres of land upon his retirement, I did not mind, most of us didn't; it is because he delivered and no body can say that he did not serve the poor.

Furthermore, you can hold a civil servant accountable if he/she acts unprofessionally. You will make a fun out yourself when you tell someone that he sentenced to jail because he is not "selfless." Good luck with you that.

Still, those who consider themselves "selfless", they do not need their"selves" to enter in civil service to serve the poor. Demonstrate your selflessness now so we might follow your example.

Agreed but only partially. On a personal note, professionalism is what I expect from a civil servant,I damn a care about their properties, status et al., the point I'm trying to make is that a civil servant should not utilize his status and authority for his/her personal interests. You don't know about the corruption of government departments and you don't know about the history of our bureaucracy. I'm just saying that the system of 'Judicious Management' must stop.
Secondly, being a realist, I want to see the people as they are and not as they ought to be... why do people already serving in BS-18 wish to demote themselves to a BS-17 post? and that too for serving the nation! where their current jobs offer them ample opportunities for doing the same? I am just against this hypocrisy of concealing one's intentions..... the rest is history.

I do have an idea of bureaucracy and what happens in government departments as my own father worked in a government organization that deals in national defense and armaments. He has recently retired from grade-21 position.

As far as the person who want to quit a BS-18 job and want to appear in CE, I understand him as well. Interestingly, I have also have met a civil servant who now thinks that academia is a better option for him. So, I don't mind mid-life career change as long as the person just admits that it is not his/her cup of tea and move on. What I consider wrong is when such a person disparages the profession to justify career change. I consider every profession VERY important for the society in its own way.

The structure of our bureaucracy is flawed. Promotion is dependent upon Annual Confidential Reports by Seniors which makes "the most obedient subordinate" instead of "the most selfless public servant". "A boss is always right" is what taught to our young officers which extinguishes the courage to speak creativity and makes a "Yes Sir" man. "You are special" is another mentality injected in to the minds of trainees which results in giving rights to bureaucrats insult and humiliate common masses.
Moreover, there are personal needs and satisfactions but these should not be met at the cost of country needs. A public servant of a poor public should not be look more rich and prosperous than the public itself. Otherwise, it will give sense of deprivation, frustration and mistrust in the public for their "Servants".
If a person joins bureaucracy solely to met a luxurious and rich life then he is a hypocrite and a mean creature who has come to power just to eat out the flesh of the ones who are feeding him.
The passion of serving the common masses and country should always be the priority. This was the narrative of some of our respectable Civil servants like Qudrut Ullah Shahab. Our historic Islamic public servants lead simple lives as well.
Why is there a need and hunger for a lavish lifestyle when you are a "Public Servant"? Why such an importance is given to CSS when there are a hundred other ways to serve the nation and country? Why our bureaucrats are such egoistic?
Try to meet one of your public department's Secretary (top ranked servant) for any of your genuine reason and see how humble he is if by stroke of luck his courtiers allow you!
We would have been the most prosperous nation in the world if our Prime Minister had been Abdul Sattar Edhi! Selflesness is alone enough to make things right!

Then we are on the same page, ain't it so? A person, who was working as an Assistant Professor at the University of Peshawar, joined the post of Excise and Taxation Officer through PMS-2013 competition and left that assignment by re-joining the UoP. In fact, he's very enthusiastic about that post but got frustrated thereafter. Even the serving ETOs are appearing in the PMS to get switch to the PMS Cadre. Moral of the story: Man aspire for power after power like the Hobbesian Man do... Power (with its attached privileges) is the ultimate objective. Respect!

No one can be absolutely selfless,at least it will be rather selfish to be ignorant towards ones family. That is why salary exists for every job of the world and it is not considered ethical to expect from others to do a job without monitory compensation. One cannot buy things with a big house on rent or temporary big cars which are for official use only.Still, money is required to buy things.Whatsoever, bureaucracy has so far only created more and more name in doing magnanimous corruptions and each year one hears qualifiers telling how much selfless they are, reality but always remains the exact opposite. Some blame it on the system, but there a few honest csps too.Corruption is a choice only the corrupt ones make.Of course, every sector contributes towards development of the country, whether public or private, either directly or indirectly.
Then why does not anyone aspire in Pakistan to have a career like bill gates or steve jobs, the way they help with their charities. They are also hugely known for giving off generous charities and devoting themselves for philanthropic programs. They were also just ordinary individuals who made effort for excelling in their own respective field. They helped the humanity, made much good name of their country, contributed immensely towards the development of their country as well as towards that of the world, with both their field of education as well as by humanitarian work. One can earn a lot and start entrepreneurship in their field, entrepreneurship in development sector,or there could be charitable work, one can join journalism or political party, there are endless ways which can show output based genuine interest. But here,no one wants research or development, mostly are ulterior motives.
