Does 48% count as second division or not ? My degree states Second Class Honours (Lower Division). I am not sure if FPSC will recognize it as a Second Division or not.

If your degree is showing second class honours , then i think you are eligible . Every university has got different criteria when it comes to allocating divisions.
You can confirm from fpsc immediately as from 5th of October ,application submission will be started.
