I agree with the first part regarding preparartion and keeping hope but not sure about the other. Sorry but there is no such deadline given by FPSC to send any leftover documents once CE rejection list is announced. This might be the case with NTS,PTS or some other testing agency but not with FPSC. A candidate however can file a representation accompanied with a TR of Rs. 500 to FPSC in case he/she feels that his/her rejection is not rightful.

First, this would turn out to be the case only if his name appears in that list. Second, if his name is mentioned in the list that would be for not having declared his result crossing the required threshold i.e. minimumly second division. Therefore, he shall send his transcript/pass certificate (showing his percentage, marks, grade, or cgpa) along with TR (you mentioned), this way he'll be able to compete in the examination. Lastly, please don't exaggerate the matter it's not that complicated.

I face same issue in 2012 when i go for HEC Verification, that's systematical error.

I am not sure about the degree but on your transcript you surely have your percentage or CGPA Mentioned..
