Question CSS Eligibility criteria for BS students

Hi,
I am a student of BS Software Engineering. Currently enrolled in 5th semester of 8 semesters program offered by Virtual University of Pakistan. As the requirement of CSS is 14 years education and me being the student of 5th semester have completed my 14 years education requirement. My question is, can I appear in competitive exams on the basis of 4 semesters transcript? Or do I need to complete my 4 years degree in order to appear in exams?

You have to complete your degree.

“EDUCATION
5(i). A candidate must hold at least a Second Division or Grade “C” Bachelor’s degree in any faculty of one of the Pakistani Universities or an equivalent degree or comparable educational qualifications of a foreign University recognized by Higher Education Commission, Islamabad.“- FPSC
