Confusion about Quota

AoA, I saw a post in a facebook group regarding Quota of person who apply job in FPSC, thought to explain and ask it here to get authentic reply.

So question was, Can a person apply on 2 quotas simultaneously? for example when a person apply for a general BS-17 Post on FPSC's website and select quota as "Punjab" then will he be automatically considered for "Merit" quota?

Example in detail:

Suppose there are 10 posts in total with

Punjab = 4
Sindh = 2
KPK = 2
Merit = 2

In this example there is no post for candidates of Baluchistan and AJK so they can apply on "Merit" seat right? so what now?

Question: Only candidates from Baluchistan & AJK will be considered on merit seats? OR all candidates are considered on merit seat?

On merit quota, whole Pakistan is eligible whether you are from Sindh Urban or Punjab. Though in your imaginary case where you excluded Balochistan and Kashmir, yet along with Balochistan and Kashmir and other domicile holders are also eligible for merit quota.
