i have completed my bachelor's and have final transcript but degree is in process so can anyone guide me that can i apply for css with transcript's copy instead of degree

Yes, you can apply on the basis of Final Transcript. It's not mandatory to have a degree for application. Just focus on your subjects and when the time comes, fill up the online application form at fpsc.gov.pk, rest will be mentioned there.

Can you tell me about the documents needed at the time of CSS viva? Do they have to be attested by HEC and IBCC or is it not compulsory to bring attested documents like your degree and certificates?

I can tell you about HEC part of your question: No HEC attested documents are required if your degrees are from local (pakistani) universities. I don't know about foreign degree though
