(First Position holder in CSS Exam 2001, She is in Foreign Service of Pakistan)

My committment to Pakistan and the Civil Service is VERY serious.. and i've always wanted to join the civil service. i have 771 in my written, and 179 in my interview. That makes a total of 950.

well i was born in Lahore, however shortly afterwards i was taken to London, where my father was posted... i started my kindergarten and all there..

soon after i returned to Lahore, where i went to the Convent of Jesus and Mary, did my O'levels, with 5 A's and 3 B's (9 aggregate) then off to Kinnaird College for my FA (Math Stats Econ) in which i scored 838... and then a BA in Econ, Pol.Science and Philosophy.. 518 marks.

I did my Masters in Economics from Government College Lahore, where i got a GPA of 3.83.

Apart from that, people i'm not the scary nerdy topper you might think i am.. i'm a regular human with very varied interests like art, music, painting, reading etc etc.. and i am absolutely thrilled with the prospect of joining the Civil Service.

TOP POSITION HOLDERS OF CSS-2004

1-Saima Habib, a female candidate from Punjab, has secured the highest marks in overall and has stood first amongst a group of around 3000 applicants in the Central Superior Services examination for the year 2004. Saima hails from a middle class business family and her father passed away when she was in her last year of college. Belonging to a very educated family she has a brilliant educational career. She has done her Masters in Business Administration from Punjab University after graduating from Kinnard College. Her biggest passion in life is her writing and she has knack for penning down children's stories. Many of her stories have been published in children magazines. She feels that hard work,tolerance and a cooperative attitude are her strong points and is convinced that she always gets what she deserves. Saima wants to join the Customs and Excise Group.

2-Tauseef Haider, stood second in overall amongst CSS candidates. An Engineer by profession, he belongs to a middle class family and has received all his schooling from Lahore. Tauseef feels that his biggest achievement so far has been to study as a scholarship student at the University of Engineering and Technology, Lahore. Currently working as an Engineer and Lecturer at a Computer Science Institute, he wants to get actively involved in national service and exhorts all his energies towards nation building. Honesty and commitment towards work is what he believes in and feels that lack of cooperation and dishonesty are the key indicators of moral decay in our society.

Tauseef wants to join the Police Service of Pakistan.

3-Muntazir Mehdi, has attained an overall third position in the CSS examination. He is the son of a District Food Controller
who died about ten years back. Mehdi is a gold medalist in B.A. and has a Master's degree in Political Science from Punjab University. He availed full scholarship for both the academic years. He feels that it is loyalty towards job,truthfulness and self sacrifice that takes you far in life. He looks for these qualities in his peers and colleagues. The support of his familyhas always played a very major role in his successes.

He wants to join Police Service of Pakistan.

Well it was originally posted by Nadir Chatta on "www.css.com.pk", if i m not mistaken he was the 2nd position holder of 2003 css exam. so i thought to share his thoughts and experience with u all.


"Getting into the superior services is undoubtedly a big deal because this will allow you to become the member of the elite class in Pakistan with in a matter of days i.e. as soon as the result is announced of your CSS exam you will suddenly be somebody out of nobody. People will show more respect and a greater degree of understanding. You might even get phone calls from distant relatives whom you may have met only on family weddings or funerals. Well, why not. People should call and you should also feel special because some years down the line you will be making decisions for a country that was established some 55 years ago as a result of great sacrifices. In other words you will be carrying the beacon forward to the future which was passed on to you by your elders starting from Muhammed Ali Jinnah, Allama Iqbal, and Syed Ahmed Khan.

So go ahead and become one of those who will take this country well in to the 21st century. Become a part of the change. Become the force behind development. Become the person who will direct the industry, finance, agriculture, social services, healthcare service, community planning, and so forth. Become a civil servant. So far so good.

But there is a catch. You cannot be a part of all what I said in the last two paragraphs unless one hurdle is crossed. You have to pass the Central Superior Services’ exam. Commonly known as the CSS, this exam is one of the most difficult tests of endurance, consistency, attitude, and maturity. However, contrary to the commonly held belief, you do not have to be a Abdul Kader Khan to pass CSS. Your intellect level shall equal that of Mr. Ramzan Ulfat Ali Usman i.e., average.

Those who have met young officers in DMG, PSP, CEG, and foreign services and have taken advice from them regarding CSS exam might have noticed two things. One, an impression might have been portrayed that CSS is an Everest and only “they” can pass it. Two, CSS can be done in as less a period as only three months supported by a strong conceptual background and an immense grasp over general knowledge.

Well this is half the truth because for some reason successful civil servants are not too keen to share their true experience. Maybe this has to do something with our societal structure because we generally do not want to be honest to others. Only siblings and a best friend might give you the truth: cousins and referrals are not reliable at all because they do not have a direct interest in your success.

To cut it short, CSS is not that big a deal and anyone who works hard can do it. All it requires is the right advice blended with the right amount of effort and luck. Effort and luck totally depends upon you but what others can do is give you the right advice. What is meant by the word “right advice” is that you should have a precise idea about the correct subjects to choose, how many books to read, which one’s to read, what relevant chapters to read, how to make notes, and most of all how to retain and reproduce what you have read.

Hence, if you have the right advice, from the right people, the right preparation, at the right time, and the right study material, there is no doubt that you cannot become a civil servant."

Respected Competitors!!

Assalam-o-alaikum! I just wanted to share my expeience regarding the selection of subjects. I gave my first&last attempt in the year 2003,got 6th position and was over-all second in the written test by securing 774. While selecting the subjects,one should keep the following factors in mind:


1. Luck is undoubtedly the most important factor as has been suggested by Adeel Shah. THe same subject in which you secure around 70 marks in 1st attempt can get flunked in the very next.

2. Having a background in a subject does not matter at all. I never studied Public Administration, Journalism, Sociology, International Relations in my whole life b4 appearing in CSS,BUT,ALL THESE SUBJECTS GAVE ME EXCELLENT MARKS.

Soc-64,Jour-65,IR-69,Pub Ad-68.

3. The trend of high score and low score keeps on changing.In my attempt,Eng Lit gave the worst score(I havent heard about a person who got more than 107).But in the year 2004,the same subject gave excellent score and helped a lot of my friends in getting their allocations. So,one must be very vigilant of the latest trends in marking by keeping oneself abreast of the latest scores in a subject.

4. If you are a masters in Business Administration,it doesnt entitle you to opt for B Ad compulsarily. I had a masters in Eng Lit but i opted for Urdu Lit even though my seniors tried vehemently to deter me from committing that "grave mistake". But ,by the grace of God,my selection rewarded me a lot.


Academy Subjects

1.Economics (Beware of the cynical but very sweet teacher)

2.Govt. Functioning(Where everything will be discussed except the functions of the government)

3.National Issues of Pakistan(Get prepared for another aeries of lectures on Pakistan Studies)

4.Contemporary Issues and Islam (There will be nothing "CONTEMPORARY")

5.Communication Skills(a SUBJECT DESIGNED ONLY FOR GIRLS AND GUPPSHUP)

6.Computers (Pray that you get some good teacher)

7.Public Speaking(a subject for making many OFFICERS embarrassed)

8.Office Management and Procedures(a very important but at the same time, an extremely boring subject)

9.Public Sector Finance(Koi batlayey ke hum batlaen kia!!)

10.Public Sector Management

11.Syndicate Work(in which the probationers will be divided in groups of twenty.There will be a President and a Secretary of the SNDCT.Please dont try to be one of them as the whole workload will be shifted on your head as the time of presentation would get closer.

Please strike a balance between fun and studies.Total fun placed me at 66 in the merit list of the Academics....a fall from 6th in CSS...

1.UMAR RIAZ has secured the first position amongst the 3678 CSS candidates appearing in the written examination for the year 2005. Born in a small village of Gujranwala District, Riaz was only three years old when his father died. He was brought up by his maternal uncle and got his early education from F.G.Public School Kharian Cantt. He did his Masters in Economics from Zamindar College Gujrat. He commenced his professional career as a Lecturer. He feels that his real strength lies in his strong will power, dedication and honesty towards work. He plans to join the Police Service of Pakistan

2.MUHAMMAD HAROON JOYA has attained second position amongst the CSS candidates. He feels that the importance of discipline was inculcated in him early in his life which has played a very important role in his exceptionally bright academic career. He also feels that his father has had a very profound affect on his personality and has always inspired him to be truthful and
disciplined in life. With a strong inclination towards Software development, Haroon did his Bachelors in Software Engineering from NUST. He plans to join the Police Service of Pakistan.

3.Saleha Saeed has attained an overall third position in the CSS examination. She has done her Masters in English Literature from F.C.College Lahore and is currently working with a newspaper. She says that her parents have always been highly supportive of her and she has always had their strong backing which has inspired a sense of responsibility in her. Saleha now
believes that she must serve her country wholeheartedly and with utmost devotion. In her opinion discipline, determination and dedication are the surest way to succeed in life and she plans to join the District Management Group.

Mr. Fida Hussain, 28 years has got Ist position in the Competitive Examinition 2006 amongst 272 successful candidates. He is M.A.(Economics) from Shah Abdul Latif University, Khairpur and hails from District Larkana Sindh.Presently he is an Internee with Senate of Pakistan under project of US Aid. English Essay: I think essay writing is a very difficult task. It may not sound very difficult but trust me, it is. In CSS, the only paper that you should fear is that of Essay.

I think the first and foremost important factor in essay writing is that of the topic that you attempt. It's always better to know your strenghts and weaknesses before going for a topic. Myself, being equipped with the statistics and an overall picture of our economy attempted 'Foriegn Direct Investment in Pakistan' this year. I could have opted for 'Global warming' because i had read an extensive article on the said topic. But i didnt. Reason being, an article doesnt give you enough information to write a three hour essay.

The point that i am trying to make is that, only go for that topic that you think you have complete command over. An article or two for that matter arn't enough. For those who find my suggestions a bit confusing and for those who don't know their strenghts and weaknesses, i recommend that they should read the daily Business page and weekly Business op-ed in dawn. This would arm them with enough analytical overview of Pakistani economy that they shouldn't find the economics related essays difficult. I think this is one of the safest bets to clear the essay paper because every year we get an essay related topic. It may vary from year to year but it, for sure, will be related to our economy.

English Comprehension: To be honest with you, i dont know if there are any standard rules that u could follow and clear this paper. About vocab, DO NOT try to memorize difficult words, it's useless. Use digital dictionary all the time. Practice Precis and comprehension.

Islamiat: Read friday features. Get urself 'Islam at a Glance' or any other text book and write down all the verses and Ahadith relevant to different topics. For example, i jotted down the relevant verses and ahadith for women rights, different systems, Islamic morals etc. It's highly recommended that u guys memorize'em. Because, the kinda questions we r getting these days are highly subjective but if u know the relevant verses and ahadith, u have the flexibility to answer different questions in ur own way.

Current Affairs: Read dawn and Imtiaz Shahid's quarterly Contemporary affairs. Make your own notes, if u have time. I did.

Pakistan Affairs: Our seniors would want us to read the 'Formative phase' but the recent papers suggest otherwise. If you check out our paper, u would know what i am saying. So, i think, u should read formative phase but do not waste too much time on it. I think u should read the national news in Dawn about the policies of our government.

Everyday Science: EDS is so lengthy. Memorize units from Imtiaz Shahid's. Memorize abbreviations from every where (note'em down whenever u come across one). Read universe and human physiology from some encyclopedia for kids (i know what ur thinking). If u cant find one, read it from Imtiaz Shahid's. And the most important book, Bhatti's EDS book. This book would help you answer objective type questions.

Optionals

Political Science: Read constitutions from Kelly and wikipedia. About thoughts, read Jud Harmon for western philosophers and Rosenthal for Muslim scientists. Note: Do not read both, opt for one

Constitutional Law: Same as Political Science

International Relations: Ummm, a bit tricky. Go thru Wikipedia and any book

American History: Read 'Majumdar and Srivastva' (It ends with Nixon years). 'Pocket history of USA' from Nixon years to Bush Senior. And wikipedia for Clinton and Bush Junior.

Pushtu: Read 'Pohanna'

Tips for preparation

It is extemely important that you make notes for all the subjects except Essay and English. Notes are very helpful. Infact, i dont think u can clear CSS without ur own notes.

It is also important that u guys should get urself books on MCQ's for each subject. Memorize the objectives.

I know it sounds like an uphill battle but trust me it isn't. I think making notes should take you three to four months, not more than that. And another three months for reading your own notes.

Psychological test

The first day of psychological test is all about writing. Just try to be yourself and do not try to project yourself as super human or something

The second day involves group discussion, command task and an informal interview with the psychologists' panel. In the discussion, you do not have to take the initiative. You can listen to others and then speak. Try to be logical and do not speak for the sake of speaking. You can second your colleagues or differ from them. In the command task, use common sense, that's it. Initiate the meeting by saying something like " The reason i have called this meeting is cos we are facing a situation.....". Explain the situation and then start taking suggestions from your colleagues. One of'em would be noting down the minutes of meeting, take his feedback and then conclude. You may alter your conclusion if u r given a suggestion which sounds better than your own or you can stick to your original conclusion.

The psychologists observe your confidence and leadership qualities.

Interview [got 236/300]

I was quite happy with the way i performed in my written exams. I wasnt as content with my interview though. I was interrogated and cross questioned a lot by the chairman. We had arguements but i was polite and came up with logical answers to his pointing questions. In the end when the chairman realized that i wasnt taking any pressure from his questions, i think, he tried to impose his views on me to get the best out of me but i would put forward my views to negate his. At the end of the day, the interview was quite an experience. I was candid throughout my interview, gave honest replies to all the questions, never resorted to flattering or 'diplomatic' answers. My verbal english is okay. Looking back at my written exam, i think, i must have secured exceptional marks in my interview that helped me land at the fourth position overall which is quite an achievement for a candidate from Balochistan. I am glad that the panel dont have stereotypical views which is great. Guys, just be yourself, if you get to the interview stage.
