Lightbulb what is the criteria of assigning a department?

I want to know that commission assign departments according to the marks of the candidate or any other criteria is there? They also consider the choice of candidate what ever he/she has marked on the form or not? I am not talking about position holders because they have their own choice, i am asking about rest of the candidates..?

They are at liberty either to allocate on objective or on subjective criteria. When they strictly follow objective criteria then marks are the yardsticks. Benchmark is your merit.

When they exercise their sawab dedi powers they follow subjective criteria and then suitability clause doesn’t consider merit wise allocation. Topper can be allocated in any other group as per the assessment of selection panel and last candidate can be allocated in Police. Suitablity clause can be used in both the directions +ve as well as –ve.

Selection panel utilizes a blend of both the options. That is why candidates remain in uncertainty even after the announcement of marks/merit positions until the announcement of final allocation.
