Can a student , who passed his bachelors privately , apply for CSS examination?

Yes, one can. any Bechalors degree from any HEC known institute.

All they need is a Bachelor's degree from any recognized university.

I myself have a B.Com degree completed as an external student and I appeared in CSS 2010.
