As long as you have completed your 14 years of education for 2011 exam and have the degree certificate, it is ok.
However, do check around what are the eligibility requirements for the 2012 Competitive Exam. There is a chance that minimum 16 years of education might be made an eligibility requirement.

@Basitpasha,

The requirements of Fpsc for the CE exam is graduation degree in first or in 2nd division and no third division is allowed, but if a person is having his graduation in 3rd class so then he must have his master's degree with high first division.

Yes my friend you will be eligible. Just keep praying that pre-requisite degree remains a two years bachelors in the coming years. But please tell me how did you manage to get transferred. Which University and which degree? It seems almost impossible in case of 2 years bachelors.
