my GOD i m surprised to know that amendment and reduction in age relaxation was made by musharaff ... !
my father is a very good lawyer at High Court. i had talked to him about the problem that whether he can do something for us. he says that he can do much for us.. but he aslo said that he can do nothing without the copy of the rule/ordinance on which base musharaff had reduced the age..
dear friends if any one can provide the copy or just mention the site in which the rule/ordinance is mentioned, please point out thet very site, or u can give by hand as my father practise in lahore, or u can post it, i will send u the address.

one plea aboout age relaxation can be demanded on basis of change in education system in pakistan since 2002.

Most of the Bachelor (14 year) degrees are now Bachelor honours (16 year). Secondly all international bachelors are 16 years.

So this change in education system can demand 2 year age relaxation.


Another important point could be raised about technocratical education.

A phD degree is 4 year education after Mphil. (4+18) and minimum age for school enrolnement in pakistan is 5 years. So a child can earn his PhD degree at 27 years minimum age and to get his result card he becomes over age for css exam.


So aspirants can go to court that since 2002 more than 15000 PhD labour force is created by HEC on indigeneous and foreign scholarship basis.

So for this age relaxation should be 35 years for all candidates (including PhDs or inservice officers)...



I hope these 2 points are valid to be negociated in court.....

i agree with you dear brother that we all should send a signed application to all media groups and Supreme Court, President House, PM House Isb, FPSC for review the age limit and should match it as the age limit increased by PPSC.

I know Mr. Raees Khan Advocate Peshawar High Court Personally, he has major effort in this regard i appreciate his struggle which is not only for his self but for others also

So Now it is up to all of us to decide the way to sign the application and prepare it under the supervision of a lawyer to fulfill all the legal requirements.

Mr Raees has established some contact in the Establishment Division, as per him establishment division will give remarks in the favour of css age relaxation if the case is filed in the Supreme Court, else Government is not at all willing to give such relaxation.

Only ray of hope is Supreme Court, this is the time when we should take decision, things are quite in our favour. Otherwise if delayed believe me going to SC will not be of any use at all.

Once again all of you are requested to contribute whatever you can, please hurry up. Even a small amount can make difference, drop by drop can make an ocean.

Please find below today is the case hearing in Peshawar High Court for CSS Age Relaxation.

Mr Raees has done whatever he can! but as you must be aware that High court processes are very slow as compared to Supreme Court &
we require funds to move to SC

Dear Fellow i have been following this thread from some time. I believe that aspirants have built many expectations from SC after LHC's Verdict over PMS age relaxation. Here i want to clairfy one thing. The case of PMS was differnt altogther. The court has not directed the Govt to increase age limit but ordered to follow the due procedure before advertising the posts. This due procedure, which was previously omitted, involve decision of secretary S&GD(Secretary Services) as to whther the age relaxation e allowed or not.

In case of CSS, the exam is held regularly. It falls under the remit of Chief executive to decide the age limit.Even if court decide otherwise, it is expected to take long time.Therefore i suggest an alternative channel that may prove more effective under given circumstances.

i suggest all of you who want the age limit to be increased do the following.

1- Write emails with standarad format to chairman PPPP. chairman@ppp.org.pk

2- A group of asiprants representing all may visit PPP media office at Islamabad:address given below

We need a protest in islamabad and a press conference. That way we will catch the eye of media, parliament and Supreme Court. What are we waiting for? Sitting in homes will yield nothing, no pain no gain. Lets stop fooling ourselves around and take concrete steps before its too too late. Now adays nothing progressive can be achieved without the active involvement of media. protest and press conference are the only ways to sway public opinion in our favor. Filing petition in SC alone is a sure recipe for failure. Daily hundreds of petitions are filed in SC and you all know how complicated our justice system is. We should tackle the issue head on and stop living in the fools paradise. I know how much resistance there is in the government and non government sectors against age relaxation, so if we silently petition the supreme court then trust me our petition will end up in the dust bin of history. On the other hand if we can prompt the media then that will serve as the catalyst for our cause. Media has restored the deposed judges, that shows the power of media. Media is against the incumbent government so once we raise our voice on the roads then media is certain to come for our rescue and criticize the government. Dont you people watch AAJ KAMRAN KHAN KE SATH where Mr kamran opposes each and every word and action of the president and prime minister? All those anchorpersons need now a days is something with which they can degrade and oppress the government. Its a point scoring game going on, lets be a part of it.
Our president and prime minister have sold their conscience for money and power, im sure they will be ready to even sell their women if they have to just to get votes in the coming election. Once they know that they can win our votes then man they will not hesitate enhancing the age limit. Trust me on this.

Our leader Mr. Raees has read comments on this thread and he is very annoyed the way some of forum members are creating a very negative impact of our cause. He has also said that fighting for one's legitimate right is one's basic right and one should not have any problem with it. He himself is a lawyer and he has studied this case from every angle and even the most senior lawyer in the country Mr A K Dogar has also said that it is a very strong case. Section 7 of FPSC ordnance says that the Chairman FPSC has the authority to formulate rules before conducting css exam....and he did the same in 2008 when he moved a summery to enhance the age relaxation in 2008 but was rejected by PM which is a clear cut violation of the constitution on part of PM bcoz chairman FPSC is empowered to amend the rules and PM had to approve it. Mr Raees was alos saying that if we win the case for CSS age relaxation, then those people who are doing negative propaganda against us on this forum should not think of attempting CSS exam if they are also beneficiary of our victory.

You are the cause of disagreement between omer and me. And guess more you are becoming the cause of our failing cause of age relaxation
You are not keeping your promise to help us in the press conference and writing letter to the chairman of the ruling party. Have you no heart? You are the ladyluck of us all, you are the good omen that will get our boat out of the storm. Please come back to make us victorious. Without you Omer, Ghazanfar and me are nothing but just 3 frogs in a deep well. We are bored of ourselves and we need to be dragged out and be turned each into a prince. Thats how much you mean to us. I have prepared the draft and im ready to share it with all but i wont share it until you come back and wish me good luck. Let me foresee that we 4 are bound to be sitting in the same class in CSA, making paper planes and flying them across the classroom and remembering these lonely days when we were alone and hopeless, waiting for our voice to be heard in the power corridors. Lets not get nostalgic now, lets join hands against the injustice of age limit. Only your hand is missing Saleeqa, come back to complete us

When will our great leader Raees file petition in the supreme court? We are waiting for that blessed day when the legal procedure regarding age relaxation will begin.
It is very heartening to know that Raees is confident about our case and that his lawyer A K dogar too is optimistic about it. InshAllah we will win.

All those people who are creating negative hype about our cause will not benefit from extended age limit. And those students who are in need of age relaxation and affording and still not contributing due amount of money for the cause with Raees bhai also will not benefit from it because God is seeing all, He sees our contributions and intentions. Its all a fair game, what goes around comes around. Nobody should think that they will benefit from our struggles because even if they appear in exam after Raees has won the case then im sure by some divine intervention they wont be able to clear the exam. Im speaking from experience so trust me guys, hypocrisy is not a good policy, only honesty is.

Saleeqa! You are such a pleasant surprise. Here is my draft as you asked. I dedicate it to you, now you are its owner and its up to you how you make it work further. Its open to debate, change and hence improvement.

CSS AGE RELAXATION: THE LONG AWAITED MOVE:


After the landslide victory of PPP in the previous General Elections a paradigm shift was expected in all affairs of the new government owing to the fact that it took almost a decade of struggle to oust dictatorship from the land and restore democracy-- the people's rule-- in Pakistan. With the rise of the new government its president and Prime Minister both categorically and publicly announced that they would do all in their power to erase all the traces of dictatorial rule from the constitution, laws and institutions of the country. The discrepancy between their promises and the reality that pursued has become a history well known to all and sundry.
The ruling party has completed its fourth year in power and still the CSS aspirants are facing the music of the restricted CSS age limit put in place by the past dictator. Evidently this is a glaring example of negligence on the part of the incumbent government. What is beyond one's understanding is that twice the Chairman FPSC and the Establishment Division put forth the proposal of Css age relaxation in front of the Prime Minister and twice he rejected it on grounds that the country needed fresh blood and new talent for its bureaucratic apparatus. Well said Mr. Prime Minister, but the fresh blood has been turning old, waiting since the past decade to be delivered while fighting for their legitimate right to sit the country's leading Civil Services exam.
Although the government did increase the age limit from 30 years to 35 years for other governmental services like IB, FIA, ISI and others but exclusively excluded those entering the Civil Services through the CSS exam.. That proves that there is a foul play involved and that some anti-state elements are not letting the government to set right the wrongs done in the last decade by the unelected, unconstitutional dictator.
Increasing the age bar for entering the Civil Services will not only make wide the window of opportunity for the candidates belonging to the middle and lower classes of society but it will also enhance the competitive drive among the aspirants and that way only the most competent and the best suited candidates will be chosen to serve in the executive branch of the government. The chairman FPSC while presenting the annual report of the Commission to the President back in 2010 did give his concerns over the lack of competent candidates to be chosen from for the prestigious posts. Keeping that in view the restricted age limit is taking a heavy toll on the country's future and progress. Musharraf's devolution plan has bitten the dust in toto and has been recently replaced with the old Commissionerate system. The question arises as then why the age limit which he had assigned for the CSS aspirants still prevails in the country? According to political theorists democracy works only according to the All or None principle. The current government was not and is not supposed to carry the failed bricks of dictatorship in its administrative facade. Demographically the life expectancy of a pakistani individual has considerably increased in the recent decades, steps are needed to be taken to tailor the recruitment and the retirement ages accordingly.
In some developed countries the age limit for enetring into the civil services has been stretched as far as 40 years and in the United States the age limit is 59 years for those aspiring to join their foreign service. To come at par with the developed nations our government must bring radical changes in the Federal Commission's selection criteria and immediately do away with the age discrimination which is proving detrimental for the country's progress because the highly educated, competent individuals are barred from taking the CSS exam.
We request the President, Prime Minister, Chairman FPSC and the Establishment Division to raise the age limit in the CSS exam from 28 years to 35 years on urgent basis. That will give a chance to the deserving candidates to come forward and serve their country, the brain drain will be reduced, the sense of despair among the youth will be curbed and prosperity will prevail.
