O bhai petitions will never do anything for you. Hunger strike is the most effective way to raise your voice. But you should include the following two points in your demand so that more and more people will join with you. These points are as follows:
(1) Your demand for age relaxation should be for all government jobs and not only for CSS.
(2) Your demand should be for no upper age limit rather than increase in upper age limit.
We can give reference of western countries where only lower age limit(18 years) exitsts and there is not any upper age limit for applying a government job.
In this way people of 40 plus age group will join the strike and will make it a successful strike.
