Armed forces quota in CSS. Should it be there?
 
the questions is back in the news.
2 days ago Dawn newspaper carried the news about internal [URL="http://dawn.com/2012/10/19/ambassadorial-posting-stirs-controversy/"][B]division in the Foreign Service between officers recruited directly and those inducted from armed forces.Both streams of officers have always squabbled, albeit quietly, over seniority and postings. Every year military men make up 20 per cent of the officers entering Foreign Service. Of the 15 joining Foreign Service in any year 12 come through Civil Superior Services and three from armed forces.
A group of disgruntled Foreign Service officers has started garnering support for a legal petition to block induction of military officers[/B].[/URL]

the same newspaper also published this Letter to the Editor

[URL="http://dawn.com/2012/10/19/army-quota-in-css-2/"]THE army has a quota in the Central Superior Service, and civil service examinations are the most authentic and prestigious examinations in our country. These examinations judge the overall calibre of a person willing to join the Civil Service.
Our army was allocated quota as a favour by dictator Gen Ziaul Haq during his reign by amending the law through his puppet parliament.
The quota is allocated for the top three groups in Civil Services of Pakistan, i.e. Police Service of Pakistan, Pakistan Administrative Service (former DMG) and Foreign Service of Pakistan.
The serving commissioned officers of the three forces join civil bureaucracy without taking any kind of written examinations.This is sheer injustice to the candidates who have to burn midnight oil even to pass the examinations.
In the beginning (when this wicked law was passed), the army inductees were given last positions in the seniority list. When Zia came to know about this, he added icing to the cake by passing a law in which the army inductees were given topmost slots in the seniority list.
They were given marks equal to the top scorer of the group they had joined. This infringes upon the merits of this examination.

Nowadays, the PPP talks big that it has restored the constitution as Zulfikar Ali Bhutto had wanted it. I would like to draw their attention to this infamous amendment by Gen Zia of not only inducting army men into the Civil Service but also placing them second to none.
This demoralises prospective Central Superior Service candidates who are genuinely judged by undergoing written assessment.The placement of army inductees on top of the seniority list is also infamous among the group members. [B]This quota should be abolished immediately.[/B]

Therefore, I request the sitting lawmakers to do away with the unrighteous law and foul play by Gen Zia who said: “What is a constitution? Just a piece of paper, which I can tear apart and throw away anytime”.[/URL]

My opinion: Armed forces Officer quota should be allowed
 
Armed forces commissioned officers may be allowed on following two conditions:-

1. For their 10% quota they must appear in CE (and compete among themselves)and those who clear should be alloted group and seniority as per the criteria computed for civil candidates.

2. The number of armed forces officers joining civil service should be exchanged by the same number of civil servants(csps) to be commission in armed forces of Pakistan. Civil servants should be appointed in services core of armed forces(ISPR, AEC, AMC, EME, Signals etc) , if otherwise eligible (in all respects and they should also clear special ISSB tests designed for them as well). Later they should undergo BMT at PMA in IC course and should be commissioned in respective branch/core of Army/PAF/Navy.

In this way, exchage of officers will help bridge the gap(actually misunderstandings) between civil service and the armed forces. And a healthy rich environment of work and coperation may be created.

The induction of incompetent army officers in bureaucracy is injustice and should be stopped.

The induction of Armed Personal in civil service is a sheer injustice.A person who got commision in army and army prepared that man to do his service at related to security & surveillance and spend a lot of money on his tranining to prepare him for the defence services but when he got trained, inducted to the civil service which is quite in contrast with his abilities and tranining.what is this?
Another injustice is that their merit position starts right above from the topper of CE.Also as for as i know there is no specific criteria for selection of armed person and who has more powers can shift from the hardships of army to civil service.
This not only demoralize the army but also affects civil service's efficiency.

The induction of non civillians in CSS
 
Dear friend, you are missing the point that it is a civil service of Pakistan and only civillians should be considered compatible for it. Another thing is that we civillians dont need to undergo the tests of army, navy or air force because we dont apply for non civillian jobs. And if you personnels of forces are too much interested in civil services then why dont you prepare youself for the exam and why do you join forces and the final thing is that to becoime a CSP through forces channel is much easier than becoming a CSP undergoing the whole exam process.

There must be a complete ban on the direct induction of Defence forces officers in civil jobs except they qualify on [COLOR="DarkRed"]open merit[/COLOR] basis,because these sacred cows are playing all tyes of duties from soldiers to president of pakistan(unchecked).
so this is a very easy solution of all things to get commission in Army a expected to be the president of pakistan and all types of administrative jobs in pakistan.

In my view, there should not be any quota(girls, minority, provincial, armed forces) in any federal institution and for posts which are advertised by federal office. All things should be on open merit in federal institutions. If they are to allocate on quota, then give those seats to provinces or armed forces so that people who compete on national level, should not be deprived of their right.
