The DPC is normally submitted to the Administration Section of the concerned department, who put up the DPC on the personal file of the official/officer/candidate to acquire formal approval from the competent authority (which is the appointing authority as mentioned above). Once the competent authority approves, the DPC can be signed by him or his subordinate officer e.g. Section Officer / Deputy Secretary. In most cases, the department forwards the DPC to FPSC on their own, however, some departments may give this to the candidate for onward submission to the FPSC.

There is also a difference in Competent Officer and Reporting Officer. The later is an official's immediate boss, who can be in BPS 17-22 but he won't sign the DPC or atleast it is not appropriate. So only the competent authority should sign your DPC.

I have submitted DPC to my officer(grade 19) and he singed the leaf on the spot. Is there still any problem.Can i submit it to FPSC with full satisfaction??


Our Ministry is Housing and Works and runs by Minister of that ministry. then,
Our head of department is Director General (Grade 21)
then Chief Engineer( Grade 20), and
Then, Superintending Engineer( grade 19) he is the officer who singed the DPC of mine. Now tell me is he competent authority??? Moreover, i am working in grade 09.

The case with employees Autonomous/Attached/Subordinate departments is different. The heads of such organizations (being the appointing authority) would sign the DPC. Nonetheless, you may submit the signed DPC to FPSC. I don't think there would be any problem. Even if there is, FPSC would ask you to resubmit it (chances of which are slim). So you should submit this DPC confidently.

@ all

doesnt it say very clearly on the FPSC's DPC that it is not eligible for employees of autonomous/semi-autonomous bodies?

i think a general NOC will suffice rather than filling out the specific DPC for such employees....

you have to seek permission from your department as it is clearly mentioned. it is really important for you as well as your department. in case you are selected,then there will be no issue for you at the time of leaving your department. if you do not try to seek their permission ,they are legally authorized to hold you and in that case fpsc will not extend any support in your favour.

can anyone guide me! if i dont show that i am in service and apply for CSS.. will it cause any problem or shall my candidature be canceled?

friends I have read css rules on fpsc ,which asks DPC from those persons who have completed 2 years service,kindly guide me as I am in Govt job from 3 months
