Default Seat Allocation, Quota, Passing Exam. PLese Guide

Salam,

I am a beginner to start preparation for CSS 2014. Please explain how the quota system is distributed and how does it affect a passed candidate. Is it like top scorers get the seats and remaining if pass are still considered to be fail ?

And how to know the number of quota seats available ? For eg, I am from Balochistan and the quota is 6% for Balochistan. How many seats are available ?

Dear fellow it may be too early to count for these things. Keep hard work and good luck, however, reply of your post may be;


1. As per Rules for the CSS examination (http://www.cssforum.com.pk/css-rules.php),

Appointment: Subject to the Recruitment policy explained in Recruitment Policy of these Rules, candidates securing the highest places on the combined results of the written Examination, Psychological and Viva Voce tests and eligible for appointment will be appointed upto the number of vacancies available. No candidate will, however, be considered for appointment to any of the Groups/Services for which he/she has been declared “not suitable” by the Commission at the time of Viva Voce test.

Success in the examination confers no right to appointment. Appointments will be made only after the Government is satisfied, after such enquiry as may be necessary, that the candidate is suitable in all respects for appointment to the Public Service and subject to the availability of vacancies.
“Candidates will be considered for those groups/services only which they indicate in the application form. No candidate will be considered for the groups/services which he/she will not mention in the form. Candidates will however, be given a chance to revise their choice of occupational groups at the time of the viva voce test. Preferences so revised at the time of viva-voce test shall be treated as final and no subsequent change will be allowed under any circumstances. The candidate may opt for a group/service irrespective of the fact whether there is a vacancy therein or not”.
The Commission reserves the right to change the schedule of the examination as well as to cancel any paper/papers or the entire Competitive Examination without assigning any reason.

The Government reserves the right to allocate a candidate against any Group/Service irrespective of his/her preferences, in the public interest. No appeal against the decision of the Government will be entertained.

2. Following is the distribution of quota amongst various units of the country:

Merit............................................. .........................7.5%
Punjab (including Federal Area of Islamabad)...................50%
Sindh Urban............................................. ................7.6%
Sindh Rural............................................. ................11.4%
Sindh (Total)........................................... ..................19%
KPK.............................................. ......................11.5%
Balochistan....................................... ..........................6%
Northern Areas and Federally Administered Tribal Areas.......4%
AJK............................................... ............................2%
Total............................................. .........................100

3. Yes it means that if there are 300 people who qualified the examination (written/interview etc) and there are only 250 seats, then the remaining 50 will not get any seat.

4. To make it very simple, it means if there are 100 posts for some specific occupational groups, 6 will go to Balochistan. However, there are some rules in determining/calculating the quota etc, whereby carry forward percentage is also calculated to add up in the next years. For example in 2010 there were 10 posts for Foreign Service then the quota for allocation to Foreign Service will be somewhat

Merit............................................. .........................7.5% =Seat 0.75 (-0.25 to make it 1)
Punjab (including Federal Area of Islamabad)...................50% =Seats 5.0
Sindh Urban............................................. ................7.6% =Seats 0.76 ( -0.34 to make it 1)
Sindh Rural............................................. ................11.4% =Seats 1.14 (+0.14 to make it 1)
Sindh (Total)........................................... ..................19% =Seat 1.9
KPK.............................................. ......................11.5% =Seat 1.15 (0.15 to make it 1)
Balochistan....................................... ..........................6% =Seat 0.6 (-0.4 to make it 1)
Northern Areas and Federally Administered Tribal Areas.......4% =Seat 0.4 (+ 0.4)
AJK............................................... ............................2% =Seat 0.2 (+0.2)
Total............................................. .........................100 = Seats 10

or better to say there will be 5 seats for Punjab, 1 seat for KPK, 2 seats for Sindh (that will go one to Sindh Urban and one to Sindh Rural) 1 seat for Merit, and 1 seat to Balochistan.. .Now Northern Areas/FATA and AJK will not get any seat this year but their 0.4 seat ad 0.2 seat respectively will be counted for next year and for Merit and Balochistan, they will take -.25 and -.4 ratio for their quotas. Next year again 10 seats come for Foreign Service, then the quota position will be somewhat;

Merit............................................. .........................7.5% =Seat 0.75 (-0.25 of last year) = 0.5
Punjab (including Federal Area of Islamabad)...................50% =Seats 5.0
Sindh Urban............................................. ................7.6% =Seats 0.76 ( -0.34 of last year) = 0.42 seat
Sindh Rural............................................. ................11.4% =Seats 1.14 (+0.14 of last year) = 1.28

KPK.............................................. ......................11.5% =Seat 1.15 (0.15 of last year) = 1.30
Balochistan....................................... ..........................6% =Seat 0.6 (-0.4 of last year) = 0.2
Northern Areas and Federally Administered Tribal Areas.......4% =Seat 0.4 (+ 0.4) =0.8
AJK............................................... ............................2% =Seat 0.2 (+0.2) = 0.4
Total............................................. .........................100 = Seats 10

As a result, next year, the position of seats will be somewhat 5 seats for Punjab, 1 for Sindh Rural, 1 for KPK, 1 for NA/FATA, 1 for merit and 1 for Sindh Urban (having the maximum points at the end)... Possibly it goes somewhat like that..........

(there may be some counting mistakes, but its something like that)

Sir, Can a person find after clearing written exams that how many successful candidates of written exam had preferred a specific group? Or may he find his merit number in a specific group in order to revise his preferences accordingly, i.e. in which he has the maximum chances to get allocated?

well i dnt think that a person can find the number of candidate who had specified a particular group because candidates can revise their preference list till their interview. one cannot revise his/her group preferences after interview in any case...so the crux is just write what group you are interested in ;be it dmg,psp,fsp or anyother group. try your best and leave everything else to ALLAH ALMIGHTY....

I m aspirant of 2016 css.... i choosed subjects IR,INDOPAK,JOURNALISM,PHILOSOPHY after reading lot of posts i just have fear of clearing essay paper m nt bad in english...but to create a css paper it requires hardwork
