Please guide me on Age Relaxation rule

Sir I need some help.
My friend's date of birth is 19-Jan-1986 and he is govt employee for last three months. Now he want to appear in CE-2016.
Could he appear in CE-2016 or not?
Please Please help me.

Sorry, he cannot appear in CE 2016. He could appear if he had continuous two years government service
