Arrow Scroing trend in Essay?

according to JWT 6299 out of 12647 aspirants passed in CE-14. which is 49.8%.

i want to know whether it was anomaly or it is a regular trend of scoring in essay paper.

response with facts and figures from previous exams would be highly appreciated.
