It is bachelors this year.
No one knows about next year. You can't plan anything until FPSC gives proper notification, and that'll be God knows when.

Yep! There's chances in upcoming years but no one knows when? and the commission is planning to make Mphill the minimum qualification for CSS and PCS, I haven't heard about master degree yet.
In additions, It is just a Preliminary notion not implementation:)
So forget about these and focus on your studies, don't waste your valuable time in such a fragile news
It will take some times to get implemented

The committee has given proposal for the M.Phil as minimum qualification for CSS but yet there has been no any movement in this direction, for this year's papers candidates having masters degree are eligible, but for future no one has authentic, and concrete information.

No committee ever proposed M.Phil as minimum qualification for css. It was just a rumour. 16 years of education has been proposed as an eligibility criteria by Planning commission which most probably will be vetted by PM for CE-2017 and onward

PCS or PMS are the competitive exam held by provincial commission of every province whereas CSS is held by Federal public service commission.

yes sindh domicile is accepted for PCS exams held by sindh Public service commission. PCS exam is combined competitive exam held by every provincial commission.
Apart from it there are many jobs in general recruitment of FPSC and SPSC where your are eligible to apply.
