Yes You Have To Start From Now Because If Strong Base Helps You A lot See the topics of computer science subject and the topics in BS(CS) And Also Start Reading Newspaper And Start Focusing Current Affairs And English And Essay Papers That Consume Your Time For Future And You Would Get the Strong Base

Best Of Luck

Yes you can appear in exams after BS.CS. However, don't do this degree just for the sake of CSS, rather do it as your current primary objective. While you are going for the degree make sure you work hard on your English and read newspaper as much as you can. That is it. It should be enough for you to prepare for CSS after your bachelors in 6-8 months. On the other hand if you are overawed by the CSS you may end up losing your current opportunity and then not making in the CSS. Besides your program of BS.CS will certainly help you to broaden your thoughts about everything.
