Question What does 'Open merit' really mean?

AoA, I know this is dumb question but I am confused. I would really appreciate if someone clears this confusion.
I have seen various advertisements in which selection criteria is based on open merit. But I want some explanation. Does it mean that they will shortlist candidates based on their educational results (CGPA or percentage of marks wise) without conducting any test or this is same as others which don't mention these words ('Open merit')?
