Default Transfer From Army to Pakistan Customs?

AOA!
How many ways are there that a Pak Army recruit can join the civil service. Can he/she appear as a normal candidate too rather than the quota? How easy is it for one to join civil service from Army.
Also is it true that one can only transfer from Army to Police? Or we can opt for other groups too. What would happen if cluster based exams are introduced?
I would be very grateful if someone guides me regarding this.
