I have cleared my BE degree with 2nd Division , and i have APR in one subject. So, please tell me that will FPSC accept my form for CSS exam ?? please tell me

i met the FPSC officer last year,
i asked him the same question last year that my degree is pending, can i apply while my degree is on pending status & i'm sure that i'll clear my paper, he said no, submission of degree is must with your application form..

There is a little bit difference in our cases i have received my degree from uni with 2nd division , i think i can apply what do u think ? , and i have APR ( as per rule )in one subject , it is like that i have scored 36 marks and passing marks is 40. Officially i have cleared my BE and have degree in my hand . for better confirmation can u tell me how to contact with FPSC helper.
