Question Will educational record affect CSS ?

can anyone tell me that a person whose background marks in bachelor or intermediate are not good and has a simple bachelor degree for CSS.
Will they note this thing and can ignore the candidates?

If the subject person fulfills the bare minimum eligibility criteria, then no worries!
I can cite u such examples where people with previously ordinary academic backgrounds excelled quite distinctively in service!....its never to late to stand-out with excellence. i have seen people who have been just private BAs with 2nd div, but career CSPs. And its not just true with civil service. Take any field and u will find such examples.
My own qualification private BA. though i don't brag so much so that i will be a top notch CSP, yet i can tell u one thing with full confidence that a nominal qualification won't be a hindrance for you.
In the end just remember Bill Gates was a Harvard drop-out, couldn't complete even his bachelors,,,,,but all wat he has achieved after that.... need I say anything more?

looking at the previous transcripts in semester system....Does a "D" in Pak. Studies matter?

"D" in any individual subject doesn't matter, as long as you have a cumulative of C or above ; or in numerical terms atleast 50% or a CGPA of 2 or more..... its the cumulative tally, of grade points or marks for the whole degree, which matters.
