1. Pens of which color are allowed in CSS, and is marker allowed or not? And which type of pen be used?
2. Negative marking in MCQS and in English Precis paper?

No negative marking..
Pen of blue/black color is allowed, markers too

I have heard somewhere that ink-pen cannot be used, and only blue marker is allowed. Is it like that. Please make it clear.

In my opinion, Any tool which can leaves impression on paper can be used
