Switching from Autonomous Body/Semi-Autonomous Body to CSS
Salam everyone!
Hope everyone is doing well. I urge to all members, seniors or anyone with administrative background in government domain and well-versed in Civil Servant Acts and rules & regulations associated with it. Since, my query relates directly to it. Recently, I moved to, as Assistant Director, Civil Aviation Authority, an semi-autonomous body which falls in Aviation Division, Federal Government. Owing to its semi-autonomy, its structure, rules, regulations and payscales are quite different from other government departments, its civil service rules and regulations are drafted by CAA themselves and limited to CAA only. However, being a attached department of Federal Government, Civil Service Rules (CSR) of CAA are mainly based on Civil Servant Act, 1973 (CSA, 1973) and Civil Servant Act and rules therein will certainly have precedence over CSR. Before CAA, I was a Grade BPS-17 officer in Pakistan Meteorological Department, Aviation Division, which is, on contrary, a full government body for 03 years. Now, coming to actual point... I am an all-time aspirant for CSS and hopeful to give a shot in 2020. So, before that, I want to be aware of the impacts of switching from CAA to CSP. In this connection, I invite all valuable suggestions, recommendations and befitting answers too. Let's keep our responses as relevant as they can be. So, the questions is: In case I get inducted in CSS, whether my total service in government sector (3 years of PMD and current tenure in CAA) will be taken into account in aspect of seniorirty? or just 3 years of PMD or none? I have more to know, but let's see how many do I get? Thanks in advance and any help will be appreciated. |
