Need urgent help: What is an attempt in CSS?

Will applying for CSS but not appearing in the exams count as an attempt?

No, if a candidate applies for CSS but does not appear in any paper, this will not be considered as an availed attempt. In a case where the aspirant appears even in a single paper and leaves the rest, this will be an availed attempt. Just applying and not appearing does not imply an attempt.
