I dont know much please guide me, so you need to be bachelors at least to appear in an exam? And could that bachelors be in arts?

Yes you have to have done Bachelors. It could be in any subject of your choice. You may find the information you need from here: http://www.fpsc.gov.pk/icms/user/page.php?page_id=1253

You should add www.theunipedia.com for subject wise preparation. It is good, especially for quantitative questions.
