how an army officer join css

i am here wid confusion in my mind about armed officiers.well i earnestly requesting all my seniors, csp,s rest of my brothers and sisters to shed light on my questions.
1.)how an army officer comes to civil service esp(css)caders.
2.)do they have any quota system in css cader.
3.)whether they also go through the same exam (selection and recuritment) process as we all common ppl go into .
4.)what are those special privileges they see in civil service esp (css)for which they leave armed forces.wht i mean here that it is really very easy for them to be the part of civil service .
or in other words, explain all those steps through which an army officer come into civil service(css)
p.s once again plz my seniors members come and answer my questions so that we all those who are unaware of this whole mechanism(switching of armed force into civil service(css) know it.

There is a fixed quota for them.

Army Officers Join Civil Service through a Provision of "Lateral Entry" that was incipiently designed by Mr. Bhutto and from then on, it was thoroughly abused by him and his successors particularly Mr. Zia Ul Haq.

Yes they have 10% quota but they only join top three cadres i.e. DMG, PSP, and FSP.

No they only go through an interview at GHQ and then a psychological test and an interview that is conducted by FPSC (as per my knowledge)

Well brother there are two scenarios:
1) in every course the top 20 officers are not allowed to go anywhere except to serve and flourish in army because of fear of brain drain; the remaining lot can apply for Civil Service through either lateral entry or general recruitment process.
2) Those officers who are either domiciled in sindh Rural, FATA, Balochistan or AJK etc. usually get a seat easily because of lack of competition. the officers hailing from punjab get it through either downright competence or intercession (PAWA as is popularly termed).

Finally, yet importantly, the disturbing fact is that these officers got the top merit by default for example in 2008 badge Ms. Noor ul ain fatima has topped the exams and is at No 1 position in DMG as well but when the army officers will join the academy they will displace her and occupy the first slot... the same is true for PSP and FSP as well... In these groups the top slots will be occupied by the army officers.

brother its very injustice wid all those who are recruited via general process(we common ppl).what i mean to say that army is every where to rule,command and honored wid open hearts by every strata of our social class.
i deeply and from the core of my heart giving u infinite thanks and appreciation sir for this time and effort.
futhermore, sir i have one more question that is what ([B]secondment[/B])in civil or govt service.

Brother, to be fair to army, I want to comment upon the seniority they get after joining the Civil Service - that is of course not without a valid and cogent reason.

First of all the rule of "Lateral Entry" was not at all devised or inducted in the constitution by Army Generals; it was done by the most popular democratically elected premier, Mr. Bhutto; his successors only followed the suit by treading upon the path already paved.

Secondly, since the army officers join the military service at grade 17, and by the time they join Civil service they remain in grade 17 (if not promoted in 18) therefore, according to the seniority and promotion rules 1990, they are deemed senior to the freshly appointed candidates owing to their service; this, however, will not be the case with an officer who will join Civil Service after resigning/medically board out/termination etc. of service. Similarly, a gentleman serving in Grade 17 in Government department (Civil) will also get fixation of seniority as per the aforementioned rules. But it happens quite rare. You will come across such instances only when, for example, you would find a Civil Bureaucrat/s qualifying the CSS again to improve his service group.

Secondments offer different work situations, which is valuable for staff development. Specific required experience/skills, which do not exist, can be brought into the organization through it.

Secondments offer everyone concerned a number of benefits: - Secondees gain specialist skills, knowledge and experience - Secondees return to their employer or clients with valuable skills, knowledge and experience - The organization where the secondment is taking place benefits from a different set of skills and expertise - Networking and contact development can be improved for the benefit of all concerned

However, in Pakistan, this provision is also frequently abused and is mostly invoked by the Influential Bureaucrates/Politicians or other such Big Wigs to commit Nepotism etc. Most of the Deputationists or secondees don't return to their parent organisation for obvious reasons ;)

It is verily an agonizing scene for all those people who really burn mid night oil to get through this examination. Why on earth should military men come to Civil cadre?? :mad::mad: if so, then vice versa should be allowed. If not, they should undergo the same trial and tribulation a 'Common ' aspirant experiences during his rehearsal.They or no supernatural being and there presence is not indepansible in civil service.It is a pity that they have a monoploy over this country.

Mlitry is supposed to defend the country.They are not there to run the sate affairs.I reckon this is abhorrent and needs to bring to the spotlight.

I have read all the information in this thread. While I myself am undergoing training at Pakistan Military Academy, I would like to say that Army Officers are far more determined, educated (nowadays the get BSc degree from NUST) and exposed to real world environment. Their decision making and approach towards dealing things is nourished by a well planned journey that they undergo during training. And 10% Quota is not extravagant. And taking the other way round, a CSP officer might be good at administration but he would never be good at going into battlefields. If you know what I mean.

Good to find this discussion forum. I have a few queries to inquire from u. 1) a person selected through Direct short service commission as a ICTO (CAPTAIN) can he be allowed to switch to civil services. if yes then then how many yearz he ought to serve army before he be allowed to jnin civil service. . remember ICTO has to sign 7 years bond to serve army.is he allowed to join join as a csp during this bond if yes then kindly come up with fruitful info in this conndction
