To me for doing CSS is a job of using all resources you have and not caring about things you dont have, You need passion, motivation, and commitment to do that.

Many students do well in self study, and they find more time wasting in group study. And it's just my ideas hat most of the toppers and distinguished ones study alone, There may be some points a few ones which necessarily need discussion otherwise not, You may discuss those points here, may surf the net for details.
In short use whatever you have and dont think about what you dont have.
If still you are not able to study alone and dont find any partner , then it would be better for you to join some good academy out of your city.

Self study is the best study but you need to share your ideas and learn from others in certain situations. Rely on self study and arrange group study on certain frequencies like fortnightly or monthly intervals. Your study should be combination of 90% self study + 10% group discussion.

if u can afford plz join any reputable academy.they give assignments and conduct weekly tests.such activities are very healthy and u r compelled to participate in the competition.
academies help alot really.if u follow daily homework and class-work u won't believe how quickly u become accustomed to study and cover all the subjects in a period of around 4 to 5 months.academies join karne men koi aib nahi bhai.kuch log academies join karne ko bura samajhte hen.i m myself from an academy. i know how beneficial an academy is.
