Are toppers given chance to revise their preferences?
Dear Members, AoA
I am Saman Abid Chughtai and I am a new entrant to this forum. I appeared in the CSS 2009 and Alhamdulilah managed to attain 18th position overall and 16th in Punjab. I have heard that the top few position holders are given another chance to revise their preferences before they are finally allocated. How true is that? Kindly comment and help me remove the doubt. Secondly, when is the final allocation of the candidates expected? Thankyou Best Regards Saman Abid Chughtai |

One of the CSS rules is :
Candidates will be considered for those groups/services only which they indicate in the application form.No candidate will be considered for the groups/services which he/she will not mention in the form.Candidates will however,be given a chance to revise their choice of occupational groups at the time of the viva-voce test shall be treated as final and no subsequent change will be allowed under any circumstances.the candidates may opt for a group/service irrespective of the fact whether there is a vacancy therein or not. As a matter of rule, even the the overall topper is not given a chance to revise preferences after the interview. However, there have been instances (very very few) where people have changed their groups after allocations. A real nephew of Mr.tariq Aziz (friend of Mr.Musharraf) is said to have moved from PSP to DMG many months after allocations.
The PM is the ultimate authority and if someone is able to convince him, he/she can get it changed. And for this, being a topper is not necessary. There have been instances where people have been transferred to police from customs. A lady officer got herself changed from foreign service to income tax etc. So, its the PM who matters, not the merit position. @Nauman,
I heard about a rule of mutual exchange that is if two successful candidates are agree to change their group e.g. if one has DMG and the other has PSP so they can change their occupational groups by mutual understanding but it is a tiresome process. Despite search I could not find any authentic source and It is not mentioned in rules of FPSC rather it is done by Establishment Division? What you say about the authenticity of this rule?
