HEC makes it mandatory or not ?
Yes, sometimes it is mentioned and sometimes not but, for example PAF requires PEC recognition and they mention such requirement in their advertisements. Nevertheless you should apply for a PEC recognition because most local engineering degrees come with PEC recognition by default so you never know if any employer ask for PEC recognition of your foreign qualification .

Thanks, I am asking for FPSC CSS examination. HEC equivalence certificate is enough for them ?

Yes, equivalence alone is enough for CSS.

I need to do my equivalence in a bit of a hurry as i dont have more than 13 days. Therefore Can I make an appointment and visit HEC facility in person to do same day equivalence, just like they do for recognition?

If you go direct to HEC Islamabad with all original documets and pay Rs. 5000 in cash you can get it in one or two days. First they issue a provisional letter which needs to be confirmed by your university ( from where degree has been earned ). In my case university replied within 2 hours and I got the Equivalence letter issued on same day. Concerned person is very cooperative and his contact is.

Fill out online application form on www.des.hec.gov.pk and a list of required documents will be automatically listed there. Anyhow following were attached in my case.
Original Secondary School Certificate
Original Higher Secondary School Certificate
Passport showing my stay for study in Germany
Enrollment certificate of University
Original transcripts of Degree
Original Degree
copy of Research Thesis
Supplement of degree
Original N.I.C of Pakistan

Remember HEC also needs confirmation about the genuiness of your degree from your university. HEC accepts such confirmation through Fax/E-mail, so make it sure that concerned department/examination branch is ready to sent this confirmation to HEC.

@ notoriouseagle; Possibly a photograph may also be required. You can bring a set of photocopies of the documents mentioned in above post by neuschwanstein.

Those persons are really very cooperating and you may get your provisional certificate within a day.
