Default Equivalence of Foreign Degree from HEC

I m pursing an engineering degree (Bachelor) from Germany. As I have plan to appear in CSS in 2012.I wud need recognition from HEC.
Does anyone of u has experienced such situation ? Plz share, what is the procedure for it ?
More important, do they recognise all degrees from all countries ? or is there any specific rules/restrictions ? Is it possible that HEC refuses to recognise my degree ??
Is anyone working with HEC on this forum or can share the contact number of HEC concerned department/person.

Higher Education Commission is accepting all the relevent degrees which have capablity according to Pakistan degree Credit hours and Quality points, as far as CSS is concerned you just need 14 years of Education (Still, beacuse suggestions for new policy is under process) however if you want then Higher Education Commision will issue an Equvelent Certificate Very Easily...... for further Information you can contact on below mentioned Numbers

To attest your degrees you have to reserve your time at HEC website & then go at the specified time. It will take around 2 hours to get attested.

Another way is that you must send all your relevant documents through Fedex & they will return you at some designated dates after getting attested from HEC.

neuschwanstein i had to get an equivalence letter from HEC as i have a BBA degree from New York University. It takes roughly about 1 month for you to get your degree evaluated and to receive the letter by mail.
The process is not lengthy and does not require making appointments.
All you have to do is to take the following documents with you to a HEC regional office (mine being Lahore).

The documents required are:
- Passport and a photocopy of the front two pages
- Copy of the visa issued through which you arrived in Germany (i'm guessing it will be a student visa in your case)
- Original UNOPENED transcript after you complete your degree (unopened meaning sealed by the University)
- Original NIC and a copy
- Bank Draft of Rs. 5000 addressed to the Director General, HEC Islamabad (make a copy for your reference)
- Completed application form (given by the HEC - get it a day prior to submitting your documents and trust me you cannot fill the form out just by sitting in your car as it requires a lot of information you would have to look up from the internet....like your university's accreditation(s) and stuff)
- Original degree issued by the University and a copy
- Original mark sheets/result sheets issued after you completed either O'Levels and A'Levels OR Matric and Intermediate.....also take copies of the mark/result sheets.

They ask for everything except your first born

You don't need to get any documents attested as the person, who will be handling your case, will stamp and write 'Verified - Seen the Originals' on the copies. Afterwards, they will give you the stamped copies and would tell you to send them to the HEC in Islamabad through a courier service. Now, all you have to do is wait 15 days.

As the degree equivalence department is based in Islamabad (HEC headquarters), you will be issued a letter saying:

"Mr. X has completed his 'degree name' from the 'university name' which is equivalent to 16 (or 18 years if you've done your masters) years of education in Pakistan"

Dear brother, bundle of thanks for ur detailed reply,still i have some questions which u can perhaps answer.

1) What should be the exact statement of this transcript from univeristy (most probably my uni ll write it in german language,which wud create problem.)
2) my degree ll also be in german lang, (it ll again be problem ,from which authority they ll accept its translated version, does HEC have own deparment ?? or anyone authorised by HEC

3) ll they return all my original documents to me in regional office or ll they keep with them for sometime ??

Transcript speaks of subjects studied by you, their grading/scores got by you and number of credit hours etc. You are not required to get a separate transcript from your university for HEC. The things which is required by HEC is a letter of confirmation by the university stating that you had qualified such and such degree programe in such and such duration. For facilitation of students, HEC takes the confirmation through email as well. In that case you will just be required to send relevant department of your university like student affairs/liasion office to send an email directly to the HEC with c.c. to you stating that you had been a bonafide student of the university and completed such and such programme etc...

HEC accepts translation made by German Language Deparment, National University of Modern Languages (NUML)...

They will not keep your original documents with them, rather they will just see your original documents, mark on photocopies and return the same to you right at the time...

Is it necessary to get equivalence? I have done my Law degree from the UK. I won't be back in Pakistan before November. Will I have enough time to sort out everything and obtain equivalence before the deadline of submitting CSS application form? I would appreciate if somebody could help me in this. Thanks.

Getting an equivalence certificate from HEC usually takes 4-6 weeks. So, if u are able to apply for equivalence in early November then you can easily get it before the final date of submission of CE 2012 forms i.e. 31/12/2011.

In case of Engineering degree (foreign university), is it compulsory to get PEC ( Pakistan Engineering council ) recognition also?
HEC makes it mandatory or not ?
