Yes dear. You can confirm it from FPSC too. What I'm telling you is solely based on these rules.

WoA dear,

By CE-16's cut-off (31st Dec 2015) you'll be 27 years 10 months 2 days old and that will be your last chance without claiming age relaxation.

So CE-16 is your last chance.

JazakAllah

WoA Dear,

If you have not applied for any competitive exam or other general recruitment exam through FPSC with your previous domicile then Yes you can enter CSS arena with your new domicile, otherwise NO.

It is clearly stated in FPSC CE Rules that once a domicile is accepted by the commission then it will not be changed, in any case, in other exams. So if you haven't applied for any job through FPSC with your previous domicile, you have green light to go for CSS with new domicile.

Unhappy

Sir thank you very much for your kind reply.

But sir what about the lines written in the Rules of CSS

"The domicile claimed by a candidate and accepted by the Government at the time of entry into Government service shall be treated as final throughout his/her service career and no subsequent change in his/ her domicile will be recognised for the purpose of terms and conditions of his/her service including his/her allocation and liability to transfer"

I have already entered into government with old domicile and now I have a new one. please sir kindly brief me more about that rule .

I had over-looked that rule earlier.

According to this Rule, you can not change your domicile. Your previous domicile will be considered final. However, your domicile has been changed in service record too but it can not change the record of your entry into government service. So I think you can not apply for CSS with your new domicile.
