Dear according to Rules & Syllabus of CSS Age Limit section (f),

(f) In Service Government Servants, Armed Forces
Personnel, Contract employees, including the
Government servants of AJ&K, who possess a minimum
of two years continuous Government service as on 31st
December, subject to submission of Departmental
Permission Certificate (Annex-E) from the competent
authority. Employees of Nationalised Banks, State Bank
of Pakistan, WAPDA, Regulatory Authorities,
Autonomous bodies and other semi autonomous bodies
are not entitled to age relaxation.

I think If your experience is of Government Organization then you can avail age relaxation....

Dear I'm sure, If the experience you have is not of an autonomous body then then you surely can avail age relaxation..

AoA Dear on 31st dec 2014(Cut off date for CE 2015) your age will be 28 years, 3 months, and 3 days, you would have attained 28. Sorry dear you are not eligible for CE 2015.

There might be general age relaxation in PMS/PCS but there is no any general age relaxation in CSS. The only age relaxation available in CSS is for following categories as described by FPSC.
