Default Quota System

Can anyone please guide me about the fate of the seats which remain vacant (reserved for a specific region on quota basis) due to non qualification of the candidates from that particular region.
For example NAFATA has 10% quota, If 200 candidates are decided to join than as per quota their should be 20 peple from NAFATA.But what happens when some seats remain vacant as total passed candidates are less than 20.

the seats which remain vacant, are carry forward to next year. so practically speaking they remain vacant in that year and are filled next year.

But if these vacancies remain vacant for more than 1 or 2 years and so on.

I mean for how many years these vacant seats are carried over to the next year.For example if 4 seats remain vacant in a particular year, the next year the same happens 10 reserved seats and 4 carried over seats, if only 8 candidates manage to qualify rather than 14 (Number of vacant seats rise to 6 - 4+2) how is this cycle managed? if this situation happens, does these vacancies expire after a certain period of time or otherwise.

Have any memeber of the Forum answer of my question.

brother the seats under a specific quota are carried over for indefinite period till those seats are filled with the people of the specific area.
