I had applied for a scholarship only mentioned total cgpa and obtain gpa.
Will HEC consider this 3.46 from 5 a second division?

HEC has not given any explicit framework for the computation of the division of candidates. However, as per the standard rules, you should fall in the second division. (3.64 CGPA is between 50 and 59.99% slab).

Anyhow, you should contact the university to issue you the certificate mentioning the division.

HEC no longer use this criteria and they confirmed.
