Can I apply without Degree but Final Transcript ?

I will be awarded the final transcript by late Decemeber ( I'm in final semester and aspiring for CSS-2016). But degree provision might get late. Can I apply on basis of final offical transcript ?

If by the closing date of the CSS 2016 application you possess your final transcript (showing your grades/division), you can surely apply. CSS applications are open in October every year. Hence, you should be having your transcript by the end of October as you have to dispatch this testimonial with your css application or else you will be rejected.

But I read somewhere on this forum that you need to have your degree by January 1st.
As regards to submission of transcript , Can't you apply on basis of latest available transcript ?( My university is super slow in processing transcripts)

Your transcript should be latest and it should also be final in all respects. You cannot apply on the basis of partially completed degree (as reflected by your transcript). You should have finished all of your degree requirements. This condition MUST be fulfilled.

As far as degree is concerned, there were some applicants who did not submit their degrees (2012, 2013) and later they qualified the test. After the clearance of the written test, FPSC dispatched letters to all the successful candidates and demanded any missing or incomplete testimonials. I am not sure about the 1st January deadline. Let's hope some qualified candidates of 2014 CE share their view in this regards.

If by the time of application submission you are attending the univeristy in relation to your degree completion, your application will most probably be Rejected.

hey I am having the same query about transcript thing...my final transcript will be available by late december too and i want to appear in 2016 CSS exam..i read some where in this forum that cutoff date for determining elegibility in terms of degree and age is 31st dec and ones pursuing degree can submit it before final result announcement.
i need to confirm this as i cannont find the link to this information now.
anyone knowing anything plz confirm.
isnt there any official place where officials can guide us in karachi??

The eligibility criteria is that your result of bachelor should be announced, meaning that your final transcript should have been issued or result date before the closing date for receiving of the application for CSS 2016.
e.g if the closing date is October 31st and you get your result on 1st November than you are ineligible.
(on transcript you would have 2 dates one transcript issue date & 1 result issue date, now I don't know which one will the FPSC consider).
As far as I know the degree is not mandatory. Al though it doesn't hurt calling fpsc about it.
