Public Administration by Dr.Sultan Khan and Muhammad Sohail Bhatti is going to publish Public Administration for PMS, both are enough to prepare for CSS and PMS.

I was going through the posts and found that most of the aspirants are trying to get all the stuff in one book. The CSS is not merely a subject of college. They want to judge the capabilities of the aspirants who will going to take the responsibilites of the adminisration of the masses. The books provide you the theories and methods as Public Adminstration subject is concerned. But the applicatiion of the subjects are in the daily judgment of the people. We daily encounter the problems. The problems are highlighted daily in the newspapers and channels. One has to broaden his/her acumen to perceive the things and understand them and try to resolve the issues keeping in mind the theories written in the books. The example i would love to write is of bureaucracy. We always talk about the bureaucrates are like following the collenial mentalities and things like bureaucrates have created the monoply of leading the institutions of the country. Furthermore, the need is not of a book..the need is of the understanting the concepts lying behind these theories.

How to find General Material on Public Administration
 
Dear Umarabbas
I am aspirent for year 2011 and i have also opted for Public Administration.I am currently reading Dr.Sultan and Imtiaz Shahid.Amongest whom i find Imtiaz Shahid more approaching in sense of compiling.
The Main point i am confused about is that where and how can i find general material and material relating to current affairs in context to the discipline of P.A?
For example;for journalism,for International relations and other subjects we find alot of read in newspapers in weeklys and other journals,but for public administration we dont find material in current affairs except for articles relating to Pakistani beurocracy and its working patterns but it comes very often.
So kindly please help me out.
And please also advice on authentic books for the subject and comment on the text books i have mentioned above.
I look forward to your advice in the light of your examination attempt experience.

Dear....first of all P.A is general at times as well...for example the current bureaucracy of pakistan and the evils of bureaucracy in Pakistan have been written alot about...infact go through any newspaper and ya shall find something regarding this in every edition...therefore my suggestion number one to cope up with those General Questions in the paper, you should go through the newspapers...

for those typical questions, the books you already mentioned are more than sufficient....when i prepared for P.A it was a general preparation and no rattaficiation...only the result shall tell whether that approach was the right one or not..!!

1. Dr. Sultan's book is more then engouh, just make your own notes, or if you find Imtiaz shahid's book more appealing you can also read it.

2. One thing regarding the books that try to cram papers is that last year's paper was very general in its contents so precise craming will not be a effective policy, I suggest you to READ THROUGLY making your own notes.

3. Last year "Devolution of Power" was the hotest topic for this paper, this year you have read in newspaper regarding the apraisal of the civil servants without any specific review to grade-20 by PM and resulting action taken by SC, this issue could be discussed in the paper, stuff like this can be asked in paper. Just go through newpaper will learn alot.

One very sincere suggestion is to relate every thing you find important to the Public Administration, Role of PA in collecting revenue, Roel of PA in guiding Politicians, Problems faced by them just like almost 4 Accountant Generals have resigned due to malpractises by our current govt. topics like these will be asked..

yes book for public administration by Dr Sultan may be considered sufficient but keep in mind that css calls for knowledge in a broader way so make your own notes with the help of other sources as well like internet and etc.
