As an Engineer I would suggest you to go for
1. International Relation (Because you are interested, Otherwise I would have suggested you Agriculture and Forestry
2. History of USA
3. Pashto (But go through the course first) If it is difficult go for Journalism
3. International Law
5. First choice Town Planning , second: Public Administration

You are welcome!
1. Agriculture and Forestry ( Keeping in view the background qualification, It would be easy to prepare this subject because It is not just a theory rather a bit technical (in its own domain) , diversified and interesting. It is also a scoring subject, consume less time and easy to prepare. You can grab an average of 70 % score with a handful preparation.

2. Town Planning has been introduced for the first time as a subject. However after going through course content, for an engineer It is more interesting and easy to prepare this subject rather than going for social sciences. Those subjects will require your more effort. And well about score, no subject is scoring unless you make it so do it and suggest others for the next time.
Good Luck!
P.S: This analysis is purely based on my observation, experience and interest. Other people including you may differ from it

Brilliant! will definitely look into these optiona. Thanx alot

Also I would like to inquire that as it is expected to have PMS this year, and syllabus for the coming year css and pms is different? is it so? then which subject combination is better? a bit cumbersome question but your suggestion is appreciated

I am MBA marketing .They have made Business AD subject extreme lengthy and finance part would be difficult. I am also confusion in Bus AD and Town planning . I am afraid if they ask technical or conceptual aspect so it would be difficult to answer.

How is USA History ? A CSS pass officer told that course is lengthy for 100 marks but the subject was very useful in Interview .

Yes the syllabus would be a lot different.
You may choose
1. Pashto
2. Public Administration
3. Geology (If included), otherwise social work
