Subject selection

Munaza you should select Gender studies. It is very easy and informative with related to women rights and studies

Look, i'll try to be really honest and brazen in my post. Don't take my advice as a jab to your ego, but reflect upon it without any preconceived notion and vexation.
Gone are the days when "high scoring subjects" were the key to one's success. 2016 is a trial run, and let me assure you that the question papers will completely belittle you. The reason why i am suggesting this is based upon beliefs that everyone who seeks to understand will realize. (New chairman+change in grouping=unpredictibility)
My only advice would be to play to your strenghts. Subjects such as sociology, IR and philosophy require a certain degree of "expression". Marks are awarded based upon linguistic flair, originality and a degree of subjectivity. If you feel you can provide justice, by all means go ahead. If expression is not a strong suit, stay clear.
Of course, humans are great intellectual marvels who can make their own decisions without any influence.
Thus i conclude, leaving you with your fundamental rights intact, and of course, personal volition.
i need urgent guideline whether to choose public administration or environmental science
It solely depends on your academic background and on the quantum of your interest in these subjects. If you are a science student then you are likely to perform better in Environmental sciences, however if you have a management background then you should opt for Public administration.

I agree with obaid_gondal

But I think Environmental Sc is better choice. As per the nature of the subject, it can fetch far better score than that of Public Administration.
