In my opinion you should go for IR since it covers many other things which are very important for the whole C.S.S examination.

Bro I had a look at your optionals and you're taking a huge risk by picking 3 new subjects in Town planning, Gender studies and criminology.

There are no paper patterns, scoring patterns, past papers, past mcq's for these subjects.

For old subjects, paper setter and examiner also see the old papers and find deeply difficult questions from given syllabus but for new subjects i saw the papers of 2016, the examiner is copying from our syllabus because he have a lot of choice from syllabus outline but about old papers examiners are finding new things that are not appear before in past papers. What you think? Also i am thinking for not opting all new subject. My combination is
Physics
IR
Town planning
Gender
Also feel free and comment about my selection

For old subject, the syllabus had expanded due to many ideas, discussions and views of many years.
