You have asked too many questions in one go. Follow the hyperlink and jump to page no. 6 for subjects' details.

One can only recommend you the optional subjects when you share your educational background. And as far as the registration is concerned then it starts in October of every year. You will get the details of how to submit an application on the FPSC official website.

You can use combo like

IR = 200
Business Adm = 100
gender studies or Environmental Sci = 100
criminology or philosophy or international law(It is sister subject to IR) = 100
Journalism or Sociology = 100

go through the syllabus and Past papers to know if you can handle a subject or not...ever since syllabus is revised the social science students got an edge on others so you may try these subjects as these are opinion based subjects and you may get away easily if you are observant / expressive enough.

You can consider the option of International Law, if you intend to opt for IR as there's some part of IR which is related to IL.

Opting History of USA could yield good marks as it's an easy and scoring subject. But, make sure it interests you.
