And difficulty level of both subjects is nearly same, maybe sociology is little bit easy as that of public administration. Public administration needs little bit more ratification as that of sociology. And syllabus is nearly same. It depends on your aptitude now that which subject seems interesting to you and which one you can do easily. Overall your combination is good. Best of luck I missed your question, I thought I replied. But right now I have seen that I hadn't replied to that question at the beginning of thread.

It was just a suggestion. It's better to read this subject yourself for two three days, if you find it easy and you think that you have got an aptitude for it ,then go for it. Go through past papers ,see difficulty level of questions, read topics in syllabus. Only after all these things you will be able to know that which subject is suitable for you. At the end you have to take exams and it's you who will be responsible for results.
Best of luck
